How “advice” becomes “definitive ruling”!

Can I Smoke while Praying? No!  Can I Pray while Smoking? Yes, of course.

It depends on how you ask the question.

Can I give “a definitive ruling?”  No! Can I give helpful “advice and guidance?Yes, it’s what you are paid to do!

From the Parish Clerk “it is the opinion of the YLCA that it is dangerous for a clerk to give a definitive ruling to a councillor as to personal or prejudicial interests.”

To the Parish Clerk: “I have never suggested the Clerk gives any definitive ruling, I know it's for Councillors to make their own decisions about their declarations, with or without the advice of the Monitoring Officer, and I have sat through many meetings of your experienced, professional predecessor where he saw it as his role to provide "advice" to the Member concerned and Chairman so the Member had 'helpful' guidance.”


My perennial question, “What are we paying for? "
